‘and the wide range of contributors to this problem; further notes that modelled critical loads of nitrogen deposition at which ecological damage occurs have been exceeded at 98 per cent of Northern Ireland’s Special Areas of Conservation and in a limited number of cases by 300 per cent or more; recognises the need to implement effective mitigation measures to minimise and reduce further overloading of critical thresholds; notes Northern Ireland’s legal obligations under Article 6 of the EU Habitats Directive; believes the priority should be to ensure an environmentally sustainable approach towards future planning approvals alongside a full economic impact assessment of any proposed changes; and calls on the Minister of Agriculture, the Environment and Rural Affairs to bring forward a discussion paper for consultation on ammonia emissions which should be the basis of any review into future planning legislation.’

‘and calls on the Minister of Agriculture, the Environment and Rural Affairs, who has responsibility for the EU Habitats Directive, to determine whether Northern Ireland is compliant with Article 6; further calls on the Minister of Agriculture, the Environment and Rural Affairs to bring forward his long awaited Ammonia Strategy; and calls on the Minister for Infrastructure to conduct a review of the impact of the outcomes of the Ammonia Strategy on planning and to work with the Minister of Agriculture, the Environment and Rural Affairs to protect the environment from increases in ammonia levels.’
